Piloting, at the National Institute of Justice, the new "European Union Law" module

Between 9-12 December 2024, within the new "Law of the European Union" module, four seminars were held: "EU institutions. Operating mechanisms and decision-making process", "Protection of fundamental rights at EU level. Court of Justice of the EU", "Legal cooperation in criminal matters within the EU" and "Rule of law in the context of EU integration". The module was integrated into the Continuing Education Plan following the recommendations of the TAIEX 2022 mission and the European Commission regarding Chapter 23 of the Community acquis.

The training activities offered the participants – judges and prosecutors – complex and up-to-date approaches to the European legal system, significantly contributing to the consolidation of professional skills in this segment. The training sessions were supported by the consultants of the Council of Europe: Răzvan Horațiu Radu, Laura Felicia Ceh, Horațius Dumbravă, and the trainers of the National Institute of Justice: Iulian Alexandru Rusu, Diana Rotundu, chief prosecutor of the Legal Assistance and International Cooperation Section of the General Prosecutor's Office.

The participants deepened their knowledge of the Community legal framework, including the functioning and decision-making process of the institutions of the European Union, with particular attention to the structure, activity and jurisprudence of the Court of Justice of the European Union. The seminars also covered issues related to legal cooperation in criminal matters, legislation, the modalities of legal assistance between member states, the principles governing these relationships and the relevant jurisprudence. Also, the European standards in the field of the rule of law of the Council of Europe, the Venice Commission, the Consultative Council of European Judges, the Consultative Council of European Prosecutors were analyzed, highlighting the independence of justice, the separation of powers and the protection mechanisms established at the community level.

The trainings were organized within the joint project of the European Union and the Council of Europe "Support for the reform of justice in the Republic of Moldova", implemented by the Cooperation Programs Department of the Council of Europe.
