We are launching a new e-course - "Hate Speech"!
Dear judges and prosecutors!
We invite you to apply for a new e-course, launched on the CoE's HELP Platform – speech de ură.
Training hours: You can choose one of two options:
- help - 16 hours, involves the completion of three modules, the recommended materials and the knowledge assessment tests included in each module, as well as at the end, participation in the Forum discussions and the course launch event, which will take place on October 27, 2021.
- HELP+ - 24 hours, i.e. the mentioned 16 hours over to them are added three online sessions of 2 hours each, during which the participants will have the opportunity to talk with resource persons, involved with the effort of the Council of Europe. Within the HELP+ program, the online meetings will aim to discuss and analyze the cases included in the three modules from the perspective of the national context and clarify certain concepts, as well as the exchange of best practices with judges of the European Court of Human Rights and with international experts on the relationship between freedom of expression and hate speech. These meetings will take place on November 3, November 17 and December 1 this year (10:00 a.m. - 12:00 p.m.). In order to obtain the certificate, it is additionally necessary to attend at least two of the three online sessions. Participants in the HELP+ program will receive a differentiated certificate, marking the sustained effort.
Participants: 30 judges and prosecutors.
Course registration period: October 11, 2021 – October 22, 2021.
Active period of the course: October 27, 2021 – December 12, 2021.
Equipment needed by the student: computer (laptop, tablet), speakers or headphones, Internet connection; additionally, for the program HELP+: microphone, video camera.
General description of the course: The firm response to hate speech does not equate to limiting freedom of expression, but aims to prevent it from degenerating into incitement to discrimination, hostility or violence. The "Hate Speech" e-course focuses on the identification, assessment, conviction and resolution of hate speech cases. This course is a viable tool for legal professionals, being focused on three basic pillars, i.e.: the concept of hate speech in relation to freedom of expression, the formulation of an effective response to hate speech and legal standards regarding hate speech.
Test mode: mandatory testing.
Certification: The beneficiaries of the training will receive certificates certifying their participation in this course, issued by HELP, for 16 or 24 hours, depending on the chosen program (i.e. help or HELP+).
