Justice and digitization, discussed at the National Institute of Justice with European expert Karl Laas

During the evaluation mission carried out in the Republic of Moldova between October 6-10, 2025, the director Ramona Strugariu and the team of the National Institute of Justice had a meeting with the European expert Karl Laas, delegate for a detailed analysis of sectoral needs in the field of digitization of justice.

The discussions highlighted that progress in e-Justice goes beyond simple technical implementation, with digital literacy and user capacity building, strengthening inter-institutional cooperation and aligning the legislative framework being essential. In this context, the National Institute of Justice constantly adapts its curriculum to new legislative changes and jurisprudence developments.

Attention was also drawn to the main challenges identified, including increasing user confidence in digital tools, eliminating the overlap between physical and electronic formats, as well as ensuring cyber security. At the same time, it was mentioned that the automation of simplified procedures could represent a quick and effective solution for reducing the volume of minor cases in charge of judges.

Another important aspect concerned expanding the access of INJ beneficiaries to European exchange and training programs - such as those coordinated by the European Judicial Training Network (EJTN) - to accelerate alignment with European Union standards.

The mission, supported by the Ministry of Justice, aims to analyze the sectoral needs for e-Justice and establish the directions of support from the European Union, according to the commitments undertaken by the country. Priorities include assessing the interoperability of current e-Justice systems, with a focus on electronic filing applications (e-Dosar) and PIGD, as well as identifying ways in which existing systems need to be updated, synchronized, interconnected and expanded to cover all legal professions.
