Meeting with representatives of the Geneva Center for Security Sector Governance
On Tuesday, April 8, 2025, the meeting took place between the Director of the National Institute of Justice, Ramona Strugariu, and the representatives of the Geneva Center for Security Sector Governance (DCAF) - Teodora Fuior, program manager of DCAF Geneva, and Vadim Enicov, national advisor of the Department of Operations, Europe and Central Asia.
The dialogue focused on the expansion of collaboration in the field of professional training, with an emphasis on the judicial control of special investigative and counter-informative measures, within the project implemented by DCAF "Consolidating the governance of the security sector in Moldova" (2023-2028).
In particular, the possibility of creating interactive didactic resources, such as guides or manuals, to be supplemented by study visits for INJ audiences and exchanges of best practices for judges and prosecutors specialized in the field, was analyzed. Also, the idea of training INJ trainers with the support of international experts was outlined, an approach that would ensure the continuity of educational programs and contribute to the development of a stable core of specialists within the Institute.
At the end of the meeting, the already initiated activities were discussed: the organization of a conference on judicial control in carrying out special investigative and counter-informative measures, which aims to identify the challenges and solutions generated by the new responsibilities granted to the courts according to the legislation; developing a manual of special procedures to serve as an essential tool for practitioners in the field, as well as holding joint training sessions.
