The National Institute of Justice develops modern tools for evaluating the effectiveness of professional training

Between December 4-5, 2025, the team and trainers of the National Institute of Justice, together with CSM and CSP representatives, participated in a training session facilitated by Otilia Păcurari, consultant of the Council of Europe. The objective of the activity was to strengthen the skills necessary to evaluate the impact of professional training programs intended for INJ beneficiaries.

The seminar focused on deepening the Kirkpatrick model, structured on four levels, an internationally recognized framework for analyzing the results of training processes. Participants reviewed in detail Levels 1 (response) and 2 (learning) of continuing education programs, while also exploring assessment methods and tools for Levels 3 (behavior) and 4 (outcomes).

Special attention was paid to understanding the logic of measuring the effectiveness of the training process and identifying the most suitable methods for each level of the model. In addition to the theoretical part, the seminar included practical workshops on mapping assessment tools to the Kirkpatrick levels. A challenge was the development of an evaluation framework intended to measure the impact of training programs, with an emphasis on the qualitative component.

The event was organized within the joint project of the European Union and the Council of Europe "Support for justice reform in the Republic of Moldova".
