Vacant position: main specialist, Information Technology Section of the Legal Information Center

The National Institute of Justice (municipality of Chisinau, str. Serghei Lazo, 1) announces a competition to fill the vacant position: principal specialist, Information Technologies Section (1 position for an indefinite period).

The competition for the selection of candidates for the position of main specialist, Information Technology Section, includes:

·       file competition;

·       the interview sample.

Basic tasks of the vacant position:

·       administration of INJ's information systems;

·       ensuring the maintenance of video surveillance and access control systems within the limits of competence;

·       contributing to the optimization and development of INJ's information systems;

·       ensuring the functionality of the electronic equipment, software and hardware within the INJ;

·       maintenance of the information infrastructure: INJ's internal network, INJ's information systems (public interface, intranet), ILIAS Platform, electronic survey application;

·       analysis of risk assessment and vulnerabilities through the lens of information security standards and policies;

·       audio/video recording of entrance/graduation exams, INJ events and processing of audio-video files;

·       providing technical assistance to INJ collaborators and users of the INJ information system in the application of information technologies;

·       configuration, implementation, management of solutions to optimize the application of information technologies in the activity of INJ;

·       monitoring compliance with the rules for operating IT systems by INJ staff;

·       managing the electronic mail of the INJ within the functional competences;

·       providing continuous support to the process of technological innovation within the INJ and ensuring organizational interoperability in accordance with the objectives of technological modernization.

Conditions for participation in the contest:

·       higher degree/equivalent studies in the field of information technologies;

·       knowledge of the Romanian language;

·       knowledge of the English language;

·       minimum 1 year experience in the specialized field;

·       refresher courses in IT (administration and maintenance of computer networks, database administration, information security, programming, graphic design, project management, etc.);

·       programming in Drupal, experience in developing specifications/developing software, websites, applications, monitoring development work/testing technical solutions, experience in filming/processing audio/video files are advantages;

·       knowledge of the normative framework regarding the management of information technologies in a public institution, minimum:

o   Law on cyber security, no. 48 of 16.03.2023;

o   The concept of information security, approved by Law no. 299 of 21.12.2017;

o   Law on electronic identification and trust services, no. 124 of 19.05.2022;

o   Mandatory minimum cyber security requirements, approved by Government Decision no. 201 of 28.03.2017;

o   Government Decision regarding the common governmental technological platform (MCloud) no. 128 of 20.02.2014.

·       application for participation in the competition, according to Appendix no. 1;

·       curriculum vitae (CV);

·       motivation letter;

·       copy of the identity document;

·       copies of the document(s) of studies and certificates of participation in professional development and/or specialization courses, knowledge of the English language, other confirmatory documents regarding the qualifications/experience held;

·       optional - letters of thanks, diplomas of appreciation, letters of reference/recommendation, etc.;

·       the agreement regarding the processing of personal data (in free form).

Position salary: dit is 11750 lei (gross) + 1300 lei monthly increment in fixed amount + other increments and awards, according to Law on the unitary salary system in the budgetary sector, no. 270 of 23.11.2018.
