For the first time, all the INJ audience participated in a study visit to the INM, courts and prosecutor's offices in Bucharest

This week, the audience of the National Institute of Justice who are studying in the period 2024-2026, accompanied by INJ trainers, made a study visit to Romania. This mobility was organized within the project "Assistance in the field of justice - Strengthening the institutional capacity of the National Institute of Justice of the Republic of Moldova", implemented by the Romanian Agency for International Development Cooperation (RoAid), in partnership with the National Institute of Magistracy (INM) in Romania.

The visit had a special character, as it was the first time that all 29 audience members – 11 candidates for the position of judge and 18 candidates for the position of prosecutor – participated together in an expertise transfer mission, intended to give them a practical perspective on the functioning of the Romanian judicial system.

The program started on 10 November 2025 with a joint session at the headquarters of the National Institute of Magistracy. Then, over the course of three days, the audience, divided into distinct groups according to their training profile, went to the courts and prosecutor's offices in Bucharest, attended court hearings, participated in actions specific to the prosecutor's offices and interacted with judges and prosecutors. These activities allowed them to directly observe and compare the procedures, in order to subsequently incorporate in their practice elements of transparency and accountability characteristic of the judicial systems in the European Union.

During this time, the INJ management and trainers had meetings and discussions with the INM management team, as well as with representatives of the main structures responsible for initial and continuing training, organization of competitions and exams, international relations and communication with the mass media.

The training component was supplemented by a RoAid donation, which included nine mobile, high-performance and ultra-portable IT workstations designed to improve the digitization process and increase the efficiency of training and administrative activities.

The INJ delegation benefited from a warm and open welcome, both at the INM and from the judges and prosecutors who trained the INJ audience. We send special thanks to them, as well as to Mrs. Simona-Camelia Marcu, director of the National Institute of Magistracy, to Mrs. Daniela Maria Dobre, general director of the Romanian Agency for International Cooperation for Development, the INM and RoAid teams for facilitating an exchange of experience of such a magnitude and for the constant support and openness to the training of future judges and prosecutors from the Republic of Moldova. We also thank the CoE project "Support for the reform of justice in the Republic of Moldova" for the support given in the realization of this endeavor.
