Roadmap for justice evaluation on the agenda of discussions between the National Institute of Justice and the World Bank mission

The National Institute of Justice was visited by a team from the World Bank, on a technical assistance mission in the Republic of Moldova between February 23-26, 2026. The Director of INJ, Ramona Strugariu, together with the Head of the Training and Research Directorate, Ecaterina Popa, and the Head of the Continuous Training Section, Octavian Bivol, met with Klaus Decker and Srdjan Svircev, senior specialists in the public sector, as well as with Oxana Druță, senior specialist in financial management within the country office. 

The purpose of the meeting was to present the preparatory stages for a broad evaluation of the national legal system. The discussions focused on the roadmap for carrying out, in the period 2026-2027, a multi-party survey in the field of justice. The project, financed by the European Union and implemented by the World Bank, has the role of providing the necessary data for the foundation of the accession negotiations of the Republic of Moldova to the European Union, with an emphasis on chapters 23 (Judicial system and fundamental rights) and 24 (Justice, freedom and security).

During the dialogue, the experts also referred to the methodology of the future survey, emphasizing the importance of data continuity by comparing them with the results of the study conducted in 2019-2020. In order to ensure effective collaboration and a transparent decision-making process, the need to designate technical contact points within each targeted institution was highlighted, to facilitate coordination during the research preparation and implementation phases.
