The German delegation led by the Minister of Justice of North Rhine-Westphalia, Benjamin Limbach, visiting the National Institute of Justice

On Tuesday, September 2, 2025, the National Institute of Justice was visited by a German delegation led by the Minister of Justice of the state of North Rhine-Westphalia, Benjamin Limbach, and by representatives of the German Foundation for International Legal Cooperation (IRZ) led by the general director, Alexandra Albrecht. The officials met with the deputy director of the INJ, Ghennadi Epure, and with the team members: the head of the Training and Research Directorate, Ecaterina Popa, the head of the Didactic-Methodical and Trainer Training Section, Cezara-Elena Polisca, and the head of the Continuous Training Section, Octavian Bivol.

The discussions focused on the long-term collaboration established between the National Institute of Justice and the IRZ Foundation in the segment of training activities in various fields, such as the implementation of the Administrative Code, the ethics of the judge and the prosecutor, the fight against corruption in public procurement, the recovery and confiscation of assets, the technique of drafting court decisions.

During the meeting, essential aspects regarding the training of professionals in the legal system were addressed, identifying both the similarities and the differences in the judicial training of the two countries. A particular emphasis was placed on the role and mission of the National Institute of Justice in the context of our country's accession to the European Union, the rigors of admission and graduation implemented by INJ as a result of TAIEX recommendations, the need to take over the best practices of European magistracy schools regarding the duration of studies and ensuring predictability for graduates in the appointment process.

The representatives of the delegation were interested in the methods of cooperation of the National Institute of Justice with the Superior Council of Magistrates and the Superior Council of Prosecutors. The dialogue highlighted the challenges related to the decreasing attractiveness of the magistrate profession, the importance of continuous training programs and the integration of European directives into training curricula to ensure training according to European standards.

The visit, which took place over several days in Chisinau, had as its objective discussions with the authorities regarding the recently implemented reforms and the challenges faced by the judicial system, in the context of strengthening the Moldovan-German partnership.
