The initiation of the complex professional evaluation procedure of trainers in the INJ Network

The National Institute of Justice announces the launch of the complex professional evaluation procedure of trainers from the Institute's Trainer Network.

The purpose of the evaluation consists in verifying the compliance of the trainers' performance with the requirements provided in The status of the trainer. This is carried out once every two years and is triggered by the decision of the INJ Council (HC no. 12/9 of October 30, 2023).

Evaluation procedure. The complex assessment includes two stages.

The first stage is carried out through the prism of:

  • the trainer's availability to participate in the evaluation, presented in written form, following the placement of the announcement regarding the initiation of the complex evaluation on the Institute's web page;
  • the need to complete/update the documents included in the trainer's electronic file.

Until November 17, 2023, the trainer will submit physically or in online format, to the address of the Institute ([email protected]), the application for participation in the complex assessment, indicating a maximum of three fields of competence and annexation the criminal record.

In the first stage, the Commission decides the admissibility of the registration files for the complex evaluation in terms of compliance with the mentioned requirements over.

The second stage of the complex assessment is applicable to trainers who, in the last three years since inclusion in the Network or since the last complex assessment, they have participated in at least one training activity within the INJ. The trainer's activity is evaluated based on the results of the beneficiary satisfaction evaluation questionnaires. In the situation where the trainer obtains an evaluation lower than 80%, the Competition and Evaluation Commission participates in the training activities to evaluate the performance of the trainer.

In the situation where the trainers, in the last three years since their inclusion in the Network or since the last complex evaluation, have not participated in any training within the Institute as a trainer, the Competition and Evaluation Commission will evaluate them in the presentation of a demonstrative seminar sequence, lasting up to 30 min., on a topic of their free choice from the field/fields for which they are included in the Network. The competition and evaluation committee will evaluate the trainer according to the evaluation sheet, provided for Appendix no. 3 to the Statute, based on the following criteria:

  1. centering the training activity on obtaining practical skills and attitudes;
  2. logical segmentation of the thematic content;
  3. the suitability of the training methods to the learning objectives and the profile of the group;
  4. respect for learning characteristics in adults;
  5. logic and correctness of expression in the specialized field;
  6. use of appropriate material resources:
  7. managing adequate material resources:
  8. elements of novelty in approach and information;
  9. the ability to plan, organize and evaluate the topic;
  10. the ability to self-evaluate and to continuously train.

The schedule of the second stage for trainers who fall into the mentioned category over (i.e. supporting a demonstrative seminar sequence with a maximum duration of 30 min. on a topic of your choice from the field(s) for which they are included in the Network of Trainers) will be published on the Institute's web page and, at the same time, it will be brought to the attention of the trainers via e-mail or, as the case may be, by telephone.

Following the complex evaluation, the Competition and Evaluation Commission approves the list of trainers who passed the evaluation and those who did not.

If necessary, the Council of the Institute, at the proposal of at least three members, may invite the candidate to an interview. The schedule of the interview will be placed on the official website of the INJ, with the notification of the invited persons. The interview is not public and lasts a maximum of 30 minutes. for each candidate.

The decision of the Competition and Evaluation Committee, together with the attached materials, are sent to the Council of the Institute for approval.

The Council of the Institute can invalidate the trainer included for approval in the list of the Competition and Evaluation Commission, if elements of incompatibility with the trainer's quality appeared during the procedure and, respectively, exclude him from the Network.
