The Council of the National Institute of Justice announces a competition to fill the vacant position of director of the National Institute of Justice.

The competition for the position of director will take place according to Law no. 152-XVI of 08.06.2006 regarding the National Institute of Justice și Regulation regarding the organization and conduct of the competition for the position of director of the National Institute of Justice.

 

The Director of the National Institute of Justice has the following main duties:

  1. represents the Institute in relations with public authorities, natural and legal persons from the country and abroad;
  2. ensures the organizational activity of the Council;
  3. organizes the fulfillment of the Council's decisions;
  4. appoints trainers after the approval by the Council of the results of the competition to fill these positions;
  5. ensures the elaboration of the Institute's Internal Order Regulation and other documents necessary for the good functioning of the Institute;
  6. issues orders for registration, promotion and expulsion of the audience of the initial training courses;
  7. ensures the development and fulfillment of training plans;
  8. organizes and implements the internal managerial control system, bears managerial responsibility for the administration of the Institute's budget and the public patrimony under management;
  9. ensures the elaboration of the budget project of the Institute and presents it to the Council for approval;
  10. ensures the elaboration of the Institute's annual activity report and presents it to the Council for approval;
  11. ensures the elaboration of the draft of the staff list and the draft of the effective limit of the Institute;
  12. appoints and dismisses the administrative and auxiliary staff of the Institute;
  13. conclude cooperation agreements/memorandums with similar institutions abroad and donor contributions, authorized by the Council, maintain relations with international bodies in matters related to the competence of the Institute, with subsequent approval by the Council;
  14. exercise other duties necessary for the good organization and development of the Institute's activity.

The person who cumulatively meets the following conditions can apply for the position of director:

  1. holds a diploma of complete higher studies in law;
  2. has a working experience of at least 5 years in the managerial, didactic or justice field;
  3. knows Romanian, as well as English or French;
  4. he has not previously been found guilty of a crime;
  5. has not reached the age of 65;
  6. has an impeccable reputation;
  7. in the last 5 years, in the file regarding professional integrity, there are no entries regarding the negative result of the professional integrity test for violating the obligation provided for in art. 7 paragraph (2) letter a) of Law no. 325/2013 on the evaluation of institutional integrity.

The candidate's competition file must include the following documents:

  1. the application for participation in the competition according to the model application from Appendix no. 1 to the Regulation regarding the organization and conduct of the competition for the position of director of the INJ;
  2. copy of the identity document;
  3. copy/copies of the document/s of studies;
  4. copy/copies of the document/documents attesting to at least 5 years of work experience in the managerial, teaching or judicial fields;
  5. the form for participation in the competition for the position of director according to Appendix no. 2 to the Regulation;
  6. letter of motivation;
  7. the Institute's institutional development concept (maximum 2500 words);
  8. detailed criminal record;
  9. the questionnaire on the determination of integrity and impeccable reputation completed according to Appendix no. 3 to the Regulation.

The term and method of submitting the documents:

Competition files can be submitted in person at the INJ headquarters (Chisinau municipality, Serghei Lazo str., 1) or by e-mail [email protected], within 30 working days from the date of publication of this announcement (9/08/2024).
