Conference with international participation "Judicial control in carrying out special investigative and counter-informative measures in Moldova"
On Friday, May 23, 2025, the international conference "Judicial control in the implementation of special investigative and counter-informative measures in Moldova" took place. The event brought together judges, prosecutors, representatives of the Intelligence and Security Service, international and local experts, to examine the challenges and solutions in this segment in the context of legislative changes from 2023.
The importance of the topic addressed for the national judicial system, including the specialized training activities, was emphasized, in the opening, by Ramona Strugariu, Director of the National Institute of Justice.
The work of the conference took place in three distinct thematic sessions. The first session addressed the role of the courts as a guarantor of the rule of law and human rights, exploring ECtHR jurisprudence on issues related to private life and secret surveillance. The second session analyzed the balance between national security and human rights protection, presenting international lessons relevant to the Republic of Moldova and providing valuable comparative perspectives.
The last panel focused on the training and specialization of judges in controlling the use of intrusive information gathering measures by state authorities. Participants mentioned the need for training programs adapted to the current requirements of the judicial system in the field of national security and the protection of fundamental rights, as well as the development of specialized resources useful to practitioners.
The international conference was organized by the Geneva Center for Security Sector Governance, in partnership with the National Institute of Justice, the Superior Council of Magistrates and the Superior Council of Prosecutors, within the project "Consolidation of Security Sector Governance in Moldova (2023-2028)", financed by Sweden.
