"Alternative measures to detention in the context of migration" - a new e-course on the HELP platform of the Council of Europe, piloted by the National Institute of Justice

Dear beneficiaries of the National Institute of Justice, 
 
We invite you to register for a new e-course "Alternative measures to detention in the context of migration", piloted by the National Institute of Justice in partnership with the Council of Europe.
 

Participants: judges, prosecutors, legal assistants, clerks, prosecutor consultants, lawyers providing state-guaranteed legal assistance, officers of the General Inspectorate for Migration.

Registration period for the e-course: 13 – 24 October 2025.

Active period of the e-course: 4 November – 7 December 2025.

Test mode: mandatory testing.

Certification: Beneficiaries will receive certificates certifying their participation in this e-course, issued by the HELP and INJ Unit (20 hours of training).

The e-course it is structured on four main pillars: the legal and practical basis, the legal framework, the types of possible alternative measures and their efficiency. Despite the interest shown by justice practitioners in the application of alternative measures to detention in the context of migration, these tools are still not fully used. The main objective of this e-course is to create an informed and responsive legal community, able to effectively promote and apply alternative measures, in the light of European and international human rights standards.

Through its interactive content and interdisciplinary approach, the e-course aims to strengthen the skills of actors in the field of justice, with the aim of reducing the unjustified resort to detention and promoting alternatives that respect human dignity, at the same time streamlining the migration process.

Tutoring: Sergiu Caraman and Cezara-Elena Polisca, certified tutors of the HELP Program.

Partner: Council of Europe project "Strengthening the protection of human rights of refugees and migrants from the Republic of Moldova: phase II".

Providing incorrect information in the registration forms regarding the position held will prevent you from obtaining e-course pass certificates.

NB! The e-course launch event will take place in physical format, on November 4, 2025. Participants will receive additional information regarding the event agenda and other important details.
