A new HELP course was launched - "Refugee and Migrant Children"
On October 15, 2025, the National Institute of Justice, in partnership with the Council of Europe, launched the electronic course "Refugee and Migrant Children", aimed at strengthening the skills of justice professionals involved in protecting the rights of children in situations of migration or refuge. Judges, prosecutors and officers of the General Inspectorate for Migration were present at the event.
The official opening took place with the online participation of the head of the Cooperation Programs Division within the General Directorate for Human Rights and the Rule of Law of the Council of Europe, Giovanni Battista Celiento, as well as the head of the Training and Research Directorate of the National Institute of Justice, Ecaterina Popa, and the deputy head of the General Inspectorate for Migration of the Ministry of Internal Affairs, Cornel Triboi.
The launch session, moderated by Tatiana Bedros, Project Manager of the Council of Europe, included a presentation by Ana-Maria Telbis, Head of the HELP Programme, who spoke about this program – one of the main European human rights training tools for justice professionals – and its recent developments.
HELP national tutors and Council of Europe consultants, Vadim Vieru and Nicoleta Hriplivîi, detailed the objectives and structure of the new course, the ways to use the HELP platform, the evaluation methods, as well as the adaptation of the training modules to the national legislative framework.
The "Refugee and Migrant Children" course will take place between October 15 and November 17, 2025 and will provide students with the necessary tools for the effective application of European and international standards and the interpretation of the relevant jurisprudence of the European Court of Human Rights in cases involving refugee and migrant children.
The initiative is carried out within the Council of Europe project "Strengthening the protection of human rights of refugees and migrants from the Republic of Moldova: phase II", developed in accordance with the Action Plan of the Council of Europe for the Republic of Moldova 2025-2028.
